The upcoming tour for Mario Kart Tour has been teased by Nintendo; Halloween Tour will take place from 10/22 to 11/5. It has been teased with Luigi’s return and the Luigi’s Mansion track. This is perfectly timed with the launch on Halloween of Luigi’s Mansion 3.
With Luigi’s surprising exclusion from the game at the release of Mario Kart Tour in September, players suggested that he would be carefully introduced as part of a joint Luigi Mansion 3 and Halloween event, both taking place on October 31. Halloween Tour will be held between Wednesday, October 23, 2019, at 2:00 a.m. ET and Wednesday at 1:59 a.m., 6 November 2019 ET, following the current Tokyo Tour. Once again, creative content, courses, and spotlights are expected to be introduced.

King Boo has also been confirmed to enter the race. He positively made his Mario Kart debut in Mario Kart: Double Dash and is Luigi’s Mansion’s nemesis. He has since been a boss in Mario Kart DS and can be included in Mario Kart Wii and Mario Kart Arcade GP DX. He was introduced to the Switch version, Mario Kart 8 Deluxe, although he was not present in the original Mario Kart 8.
The tweet subtly suggests that King Boo is going to bring a unique special item, which I’m guessing it’s adding the infamous Boo ghost item.
Nintendo undoubtedly has many more interesting plans for the Halloween Tour with new race tracks and even more drivers expected to be introduced!
